Technology or landscape alone cannot make this massive project viable due to its isolated location, long distance, large scale, and limited accessibility issues. In order to be viable, it needs program strong enough to attract many visitors and tourists and amenities for new 21st century lifestyles; otherwise, it will be difficult to operate and maintain the place.
As a solution, we propose income generating venues in the tunnel that require little day-lighting such as shopping malls or digital library/ museums and Farm-Park that has a meandering stream in the middle at the viaducts and open roads, which features non-disruptive easily applicable green technology (Sol-Wind: Solar wind energy pavilion) and existing experimental crops of the region.
